Empowerment Schools

As of 2007, all schools are required to choose a School Support Organization, known as "SSO," to supply curriculum support and professional development as well as a range of other services. The SSO function is to support student learning. The Department of Education retains management and supervision, standard setting, student placement, funding, teacher recruitment, hiring and firing of principals and other mandated functions. There are three types of SSO: Empowerment, Learning, and Partnership. Principals may choose which SSO to join regardless of geographical location.

Principals in the Empowerment network, an initiative which was begun in 2005 as the "Autonomy Zone," were the first to exercise increased authority over key educational decisions, including budget, and to be relieved of much of the paper work burden. In return, the principals signed performance agreements to assess students frequently and raise student achievement.
